Ryan Norval is the Principal Solicitor, Legal Practice Director of Pacific Maritime Lawyers and a Notary Public for Queensland. Dual-qualified in Australia and South Africa, Ryan combines legal, advocacy, and dispute-resolution experience with an extensive operational background in the maritime and offshore industries. Before practising law in Australia, he served in the South African Navy and spent approximately 13 years working in the offshore oil and gas sector in senior operational and management roles. Ryan qualified and worked in roles including Ballast Control Operator, Barge Master, and Offshore Installation Manager. He was directly involved in offshore operations concerning anchor-handling vessels, offshore support and supply vessels, and tugs. His responsibilities included installation stability and ballast control, anchor handling, towing, and positioning operations, coordination of vessel movements, personnel and cargo transfers, operational planning, emergency preparedness, and regulatory compliance in safety-critical environments. His specialist maritime and offshore training included Vessel Stability Levels I–III through ASET Academy in the United Kingdom, Ship Construction and Offshore Installation Manager training through Bureau International Maritime in France, and Australian marine coxswain and long-range marine radio training. He also completed OPITO offshore survival and helicopter underwater escape training. Ryan also owned and operated a ship repair and refurbishment company in Cape Town. The business undertook vessel repair, maintenance, and refurbishment projects in dry dock, alongside and at anchor. This gave him first-hand experience of shipyard operations, marine contracting, project delivery and the practical and commercial issues affecting vessel owners, operators, repairers, contractors, and marine trades. This background gives Ryan a practical understanding of how vessels, offshore installations, shipyards, and marine businesses operate. He understands the operational and commercial pressures faced by industry participants and the consequences of equipment failures, defective work, delay, variations, contractual disputes, regulatory investigations, and marine casualties. Ryan was called to the South African Bar in 2005 and practised as an Advocate from private chambers. His practice included trial and appellate advocacy, arbitration, and complex commercial disputes. He appeared in superior and lower courts and before specialist tribunals, and acted in matters involving commercial, corporate, employment, construction, and other disputes. His experience as an Advocate developed his ability to manage substantial bodies of evidence, work closely with technical experts, identify the decisive issues in complex disputes and present legal and factual arguments clearly and persuasively. Ryan was subsequently admitted as a solicitor in Queensland and holds Bachelor and Master of Laws degrees. His advanced legal training, combined with his operational maritime, offshore, and ship-repair experience, enables him to approach complex matters with legal precision and a practical understanding of the industry in which the transaction, casualty or dispute has arisen. Ryan’s practice includes maritime and commercial litigation, international and domestic arbitration, contractual disputes, marine insurance claims, regulatory investigations, and risk management. He also advises on vessel construction, repair and maintenance contracts, chartering arrangements, vessel sales and purchases, vessel registration and flagging, joint ventures, commercial structuring, and governance. His broader maritime practice encompasses coastal trading, towage, port and marine liability, bareboat and commercial charter arrangements, offshore operations, marine casualties, and dealings with maritime and waterways regulators, including the Australian Maritime Safety Authority, Maritime Safety Queensland and the Gold Coast Waterways Authority. Ryan’s experience is particularly valuable in technically complex matters. He works effectively with masters, marine engineers, surveyors, naval architects, shipyards, and specialist consultants. His operational background enables him to test technical assumptions, identify the practical issues at the centre of a dispute and translate expert and operational evidence into a coherent legal and commercial strategy.
